Phyllis Baccus Mansfield, a 73-year-old woman from Elizabeth City, North Carolina, tragically died on December 14, 2016. She was a retired cosmetologist and the past owner of Phyllis' Jewelry and Accessories. Phyllis was married to Samuel Frank Mansfield for 53 years, and they had two daughters and three grandchildren. She was a native of Perquimans County, NC, and was predeceased by five brothers and three sisters.
