Justin James Locklear, a 22-year-old white male, was tragically shot and killed on February 27, 2021, in Charlotte, North Carolina. The incident occurred late at night, around 11:30 p.m., outside a residence on 20th Avenue SW in Brookford. According to reports, residents of the house heard noises outside and discovered Locklear in their yard.
