In the spring of 2015, a violent encounter in a bustling New Orleans parking lot tragically cut short the life of 24-year-old Toby Roche. On the evening of May 13th, gunfire erupted outside Melba's, a popular eatery in the St. Roch neighborhood. When the chaos subsided, Roche had sustained multiple gunshot wounds.
