In the early moments of October 13, 2017, New Orleans Police Officer Marcus McNeil, a 30-year-old male, was on a routine patrol with three other officers in New Orleans East. Shortly after midnight, near the intersection of Tara Lane and Lake Forest Boulevard, the officers noticed a person acting suspiciously and exited their vehicles to investigate.
