In the quiet town of Tallulah, Louisiana, the evening of May 10, 2018, was shattered by sudden violence that claimed the life of Marcus D. 'Muckey Lok' Oliver, a 26-year-old African American man. At approximately 10:30 p.m., while standing at the corner of East Washington and Jerry Streets, Oliver was engaged in a phone conversation with his girlfriend.
