Billy Paul Osborn, a 28-year-old white male, tragically lost his life on February 10, 1986, in Bloomington, Illinois. Osborn, who served as a patrolman with the Bloomington Police Department, was fatally shot in a harrowing incident that unfolded within the confines of the police station. On that fateful day, Patrolman Osborn entered the jail cells at the station around 2:00 am.
