Detective Kevin Darrell Rice Sr., aged 38, was a dedicated officer with the Rockford Police Department in Illinois. On the night of August 3, 2001, while off-duty and investigating suspicious activity in his sister's neighborhood, Detective Rice encountered two suspicious men.
