On August 29, 2015, Rafael Cruz, a 29-year-old male from Chicago, Illinois, was involved in a fatal incident with the Chicago Police Department. During the early hours, Commander Francis Valadez and Officer Monica Reyes were patrolling a neighborhood in an unmarked police car when they observed a passenger in Cruz's Chevy Tahoe fire gunshots at another vehicle.
