Anthony J. Pannell Jr., a 24-year-old African American male from East St. Louis, Illinois, was tragically killed on September 4, 2016, in Washington Park, Illinois. The incident occurred around 9:30 PM when police responded to a report of a Chevrolet Impala that had run off the road and crashed at the intersection of 47th Street and Hallows Avenue.
