Omar Rangel, a 20-year-old Hispanic male, was found dead on September 25, 2016, in a parked car on the Southwest Side of Chicago, Illinois. Initially, the Cook County medical examiner's office ruled his death a homicide, citing multiple gunshot wounds to the head and chest.
