Vincent E. Blackwell, a 32-year-old male, was tragically shot and killed around 3:30 a.m. on July 8, 2018, in Chicago, Illinois. The incident occurred in the 3000 block of West Jackson Boulevard in the West Side's East Garfield Park neighborhood. According to reports, Blackwell was shot by someone in a trailing vehicle.
