Chiyara Rebecca "Chi Chi" Nelson, a 25-year-old African American woman from Rockford, Illinois, tragically lost her life on November 25, 2018. Born on December 21, 1992, in Centerville, Illinois, Chiyara was the daughter of Tashe Ware and Delarrion Nelson. She spent most of her life in Rockford, having moved from Cahokia, Illinois. Chiyara was a member of the United Faith Baptist Church and was actively involved in the No Shades nonprofit organization.
She attended Jefferson High School and Roosevelt Alternative School.
On the night of November 25, 2018, Chiyara Nelson was one of the victims in a triple shooting incident that occurred in the area of 8th Street and Broadway in Rockford. The shooting resulted in the deaths of Chiyara and another victim, Shawnquez Edwards. Chiyara was transported to the hospital, where she later succumbed to her injuries. The incident left the community in shock and mourning, as they grappled with the loss of a young woman who had touched many lives.
In the aftermath of the shooting, Quincy Wright was charged with the murders of Chiyara Nelson and Shawnquez Edwards. However, the case took a significant turn when the Winnebago County State's Attorney, J. Hanley, announced that the murder charges against Wright were being dismissed. The decision was based on evidence that contradicted the testimony of the sole witness, who claimed that Wright had shot the victims from a stationary position on the sidewalk. Shell casings found half a block south from where the victims were killed suggested that the shooting was consistent with a drive-by scenario, rather than a stationary attack.
Hanley emphasized his legal and ethical obligation to proceed only when a case could be proven beyond a reasonable doubt. Given the inconsistencies in the evidence, he concluded that there was insufficient proof to support Wright's guilt. As a result, Wright, who had been detained for two and a half years, had the charges against him dropped. He remained in jail on separate charges related to unlawful possession of a weapon by a felon.
The dismissal of the charges brought mixed reactions from the community, with some expressing frustration over the lack of justice for Chiyara Nelson and Shawnquez Edwards. The case highlighted the complexities and challenges of the legal system, particularly in high-profile murder cases. Despite the dismissal, the investigation into the shooting continued, as authorities sought to uncover more evidence and potentially identify other suspects involved in the tragic event.
