Lowell Randy Oitker, a 64-year-old white male from Plainville, Illinois, was found dead on April 1, 2019, at his home. The Adams County Sheriff's Department received a report of a shooting around 6:30 PM that evening. Upon arrival, deputies discovered that Oitker had died from a single gunshot wound to the chest.
