David Phillips, a 17-year-old African American male, was tragically killed on February 22, 2020, in the Grand Crossing neighborhood of Chicago, IL. The incident occurred around 9:50 p.m. when officers responded to a ShotSpotter alert in the 1300 block of East 78th Street.
