Kevin G Carter

Kevin G. Carter, a 36-year-old Black male, was found dead on January 16, 2021, near Lebanon, Illinois. His body was discovered along Emerald Mound Road in rural St. Clair County. The St. Clair County Sheriff’s Department responded to a report of a man down at approximately 2:45 p.m. and found Carter's body in the lot of the township rock pile. He was pronounced dead at the scene.
