Kevin G. Carter, a 36-year-old Black male, was found dead on January 16, 2021, near Lebanon, Illinois. His body was discovered along Emerald Mound Road in rural St. Clair County. The St. Clair County Sheriff’s Department responded to a report of a man down at approximately 2:45 p.m. and found Carter's body in the lot of the township rock pile. He was pronounced dead at the scene.
The Greater St. Louis Major Case Squad was called in to assist with the investigation. Investigators released pictures of two possible witnesses who were believed to have been with Carter prior to his death. These individuals were thought to have information regarding Carter's actions and whereabouts in the hours leading up to his death. The authorities have not disclosed the manner of death, as it is relevant to the ongoing investigation.
Carter was known to frequent the area around 14th and Clark in St. Louis and was also known by the nicknames “Lil 2” and “TJ”. The investigation into his death is ongoing, and the authorities have requested the public's assistance in identifying and locating the possible witnesses.
