Gary Keith Mann, a 24-year-old resident of Baltimore, Maryland, died on December 16, 2008, as a result of complications from a shooting that took place over a decade earlier. On March 22, 2008, officers responded to reports of a shooting in the 500 block of North Decker Avenue, where they found Mann suffering from multiple gunshot wounds.
