Arvine Phelps, a 69-year-old white male, was tragically murdered on July 22, 2002, in Walker County, Georgia. Arvine and his brother Larry Phelps, aged 62, were retired educators who had volunteered to clear brush at the Mountain Top Boys Home, a residence for teenagers who had been in juvenile court.
