Larry Phelps, a 62-year-old white male, was tragically murdered on July 22, 2002, in Walker County, Georgia. Larry, along with his brother Arvine Phelps, 69, was clearing brush near the Mountain Top Boys Home, a residence for teenagers who have been in juvenile court.
