Larry Phelps, a 62-year-old white male, was tragically murdered on July 22, 2002, in Walker County, Georgia. Larry, along with his brother Arvine Phelps, 69, was clearing brush near the Mountain Top Boys Home, a residence for teenagers who have been in juvenile court. During this time, they were approached by Donnie Allen Hulett, who robbed, shot, and beat both brothers. Hulett then stole Larry Phelps' pickup truck and fled the scene.
