In the spring of 2003, a palpable sense of loss and outrage gripped the community of Brunswick, Georgia, following the tragic death of 31-year-old Melvin Earl Collins. A newly minted police officer, Collins was just beginning his career in law enforcement, a path he had chosen to protect and serve the citizens of his community.
