In the early hours of a summer morning in Baltimore, Maryland, the life of Troy Jermaine Fennell was tragically cut short. On June 17, 2011, at approximately 12:53 a.m., authorities responded to an incident in the 700 block of Ashburton Street. There, they found Mr. Fennell, a 39-year-old Black male, the victim of a homicide.
