In the Coldstream-Homestead-Montebello neighborhood of Northeast Baltimore, a young life was cut short on the evening of November 14, 2012. Christopher Briggs, an 18-year-old African American male, was fatally shot on the 2800 block of Fenwick Avenue. The incident was recorded as the 194th homicide in a year that saw 217 such violent deaths in the city.

Emergency services responded to the scene and transported Briggs to Johns Hopkins Hospital, where he ultimately succumbed to his injuries ...
