In the spring of 2013, a young man's life was cut tragically short on a street in Baltimore, Maryland. Nineteen-year-old Dominic Hicks, an African-American male, was in the Woodbourne Heights neighborhood on the afternoon of Tuesday, April 30th. At approximately 5:30 p.m., in the 1200 block of Walters Avenue, the tranquility of the neighborhood was shattered by the sound of multiple gunshots.
