Detective Herbert Ray Sullivan, a 30-year-old white male, was tragically killed on August 18, 1980, in Saint Petersburg, Florida. On that fateful day, Sullivan was involved in an undercover narcotics operation aimed at purchasing a kilogram of cocaine and approximately 1,000 pills for $65,000.
