Grover Clifton Cooper, a 31-year-old lieutenant with the Fort Pierce Police Department, tragically lost his life on January 12, 1987, during a drug raid in White City, near Fort Pierce, Florida. Lieutenant Cooper, along with Sergeant James Wouters and another officer, was executing a raid on a mobile home at Midway and Christianson Roads. The officers identified themselves as police upon entry, but were met with a barrage of gunfire.
Lieutenant Cooper and Sergeant Wouters were both struck by bullets, leading to their untimely deaths. Cooper succumbed to his injuries before midnight, while Wouters died the following afternoon after undergoing surgery.
The raid was part of an undercover operation targeting drug dealers. The officers had initially arranged a small cocaine buy, which led them to the mobile home. During the raid, one suspect fled and was never charged, while the shooter was killed in the ensuing gunfire. A third suspect, who confessed to his involvement in the drug deal, was sentenced to 20 years in prison for the murders and an additional 15 years for drug charges, to be served concurrently.
The incident had a profound impact on the Fort Pierce community and the police department. Nearly all of the department's 87 officers attended the funeral services for Cooper and Wouters, which were held at the National Guard Armory and attended by 1,500 mourners. The officers were buried side by side, symbolizing their close friendship and shared sacrifice. In honor of their service and sacrifice, the Fort Pierce Police Department Main Station was renamed the Grover C. Cooper III, James A. Wouters Main Police Station on January 12, 2012, exactly 25 years after their deaths.
Lieutenant Cooper was survived by his wife, son, and daughter. He was posthumously promoted, and his legacy continues to be remembered by his colleagues and the community he served. The case remains a poignant reminder of the dangers faced by law enforcement officers in the line of duty and the ultimate sacrifice made by those who protect and serve.
