Grover Clifton Cooper, a 31-year-old lieutenant with the Fort Pierce Police Department, tragically lost his life on January 12, 1987, during a drug raid in White City, near Fort Pierce, Florida. Lieutenant Cooper, along with Sergeant James Wouters and another officer, was executing a raid on a mobile home at Midway and Christianson Roads.
