In the early morning hours of December 22, 2013, the life of 37-year-old Eli Barber-El, a Black male, was tragically cut short in a violent encounter in downtown Baltimore. The incident unfolded around 3 a.m. in the 300 block of Park Avenue, where police responded to a report of a double shooting. Upon arrival, officers discovered Mr. Barber-El with a gunshot wound to the head. He was rushed to a nearby hospital but was pronounced dead.
