Curtis Eugene Thomas, a 39-year-old African American male, was found dead on April 27, 2017, near the intersection of 23rd Street North and Lake Avenue East in Tampa, Florida. Responding to an emergency 911 call at approximately 12:42 a.m., officers discovered Thomas with severe trauma to his upper body.
