Phillip M. Owsley, a 37-year-old African American male, was tragically shot to death on July 4, 2019, in Sunrise, a city near Fort Lauderdale, Florida. The incident occurred around 9:23 p.m. when police responded to multiple calls about a shooting in the area of Northwest 19th Street and 58th Terrace. Owsley was found face down on the ground outside an apartment building with gunshot wounds to his back. He was transported to the hospital, where he later succumbed to his injuries.
