Phillip M. Owsley, a 37-year-old African American male, was tragically shot to death on July 4, 2019, in Sunrise, a city near Fort Lauderdale, Florida. The incident occurred around 9:23 p.m. when police responded to multiple calls about a shooting in the area of Northwest 19th Street and 58th Terrace. Owsley was found face down on the ground outside an apartment building with gunshot wounds to his back.
He was transported to the hospital, where he later succumbed to his injuries.
The investigation revealed that Owsley had a verbal altercation with his next-door neighbor earlier that day. Witnesses reported that Christopher Davis, a 36-year-old male, shot Owsley before his accomplice, Arktabian Dwayne Davis, a 41-year-old male, struck Owsley in the head with a folding chair, stating he would "finish him off." Both brothers were arrested and charged with first-degree premeditated murder. Christopher Davis was taken into custody on July 7, 2019, while Arktabian Davis was arrested on July 13, 2019. They were both held in the Broward County Jail without bond.
The case against the Davis brothers was built on witness testimonies and neighborhood security camera footage, which captured the events leading up to and following the shooting. The footage showed two men running before the shooting and a third man leaving the scene in a silver sedan. The Davis brothers were related to a woman who frequently argued with Owsley, adding a possible motive to the crime. The legal proceedings against the Davis brothers were ongoing, with both facing severe charges for their involvement in the murder of Phillip M. Owsley.
