Phillip Franklin Harley, a 37-year-old white male, tragically lost his life on June 18, 2020, in Jacksonville, Florida. Harley, originally from Frederick, Maryland, was working as a telecommunication technician at the time of his death. He and a colleague were subcontracted to upgrade wireless network equipment at a cellphone tower on Jacksonville’s Westside.
