Tracy Eckman, a 55-year-old white male, tragically lost his life on September 3, 2021, in Panama City, Florida. Eckman was an innocent bystander at the Outrigger Lounge when he was fatally shot. The incident occurred during a confrontation between Deerik Marquis Bell, a 38-year-old Black male, and another individual, LeQuentin Williams. The altercation began when Williams punched Bell in the head, prompting Bell to pull out a firearm and fire two shots in the crowded bar. One of these shots struck Eckman, who was playing darts and had no involvement in the dispute. The bullet severed an artery, leading to Eckman's death at the hospital shortly after.

Following the shooting, Bell fled the scene and remained at large for about five months before being apprehended. Bell, who had a history of 16 prior felony convictions and had been released from prison just six months before the incident, was charged with multiple offenses, including Manslaughter with a Firearm, Attempted Second-Degree Murder with a Firearm, and Felon in Possession of a Firearm. During the trial, evidence, including security footage from the bar, was presented, showing the sequence of events that led to the shooting. The jury found Bell guilty of all charges after about three hours of deliberation.

In May 2024, Bell was sentenced to two life terms for the charges of Manslaughter with a Firearm and Attempted Second-Degree Murder with a Firearm, with the sentences to be served consecutively. The court also imposed a 30-year sentence for the charge of Felon in Possession of a Firearm. The sentencing provided some measure of closure for Eckman's family, who had been deeply affected by the senseless killing. The case highlighted the dangers of gun violence and the impact of repeat offenders on community safety.
