Tracy Eckman, a 55-year-old white male, tragically lost his life on September 3, 2021, in Panama City, Florida. Eckman was an innocent bystander at the Outrigger Lounge when he was fatally shot. The incident occurred during a confrontation between Deerik Marquis Bell, a 38-year-old Black male, and another individual, LeQuentin Williams.
