On February 9, 1964, Patrolman Charles M. Ross of the Richmond Police Department in California tragically lost his life in the line of duty. At the age of 30, Ross was attempting to arrest two 19-year-old youths for public drunkenness on Bissell Avenue and 9th Street in Richmond. During the arrest, a scuffle ensued, and Ross was disarmed.
