Correctional Officer Victor A. Sam, aged 24, tragically lost his life on August 21, 1977, in Riverside, California. Officer Sam was off duty and driving to begin his shift at the California Rehabilitation Center in Norco when he encountered what appeared to be two stranded motorists along Multiview Drive.
