On December 22, 1978, Roy P. Blecher, a 50-year-old veteran officer of the California Highway Patrol (CHP), was tragically killed in the line of duty. Officer Blecher, along with his partner, Officer William M. Freeman, was patrolling Interstate 80 near the Yolo Causeway in West Sacramento when they were gunned down.
