Margaret LaVerne Mitchell, a 54-year-old homeless woman, died on May 21, 1999, in Los Angeles, California. Mitchell, who was mentally ill, was pushing her belongings in a shopping cart when she was approached by two bicycle patrol officers. The officers questioned her about the cart, suspecting it might be stolen. During the encounter, Mitchell allegedly threatened one of the officers with a 13-inch screwdriver. In response, one of the officers shot her in the chest, resulting in her death.
