On the night of November 15, 2008, just before midnight, 19-year-old Abel Garcia and his friend, 20-year-old George Ramirez, stood outside a garage on St. Louis Street in Boyle Heights, Los Angeles. As they prepared to enter, a black car drove down New Jersey Street, and shots were fired from within the vehicle. Abel was struck in the chest.
