Franklin "Frankie" John Vargas, a 24-year-old resident of Modesto, California, tragically lost his life on July 29, 2013. Frankie was shot and killed in front of his home in what appeared to be a drive-by shooting. The incident occurred around 6 PM, shortly after Frankie had returned home from his job as a head candy maker at Sconza Candy in Oakdale.
