Roqueyro Cipriano Vasquez, a 30-year-old Latino, was tragically shot and killed on April 19, 2014, in the Westlake neighborhood of Los Angeles, California. According to reports, Vasquez was dropped off by a taxi around 12:55 a.m. on the 300 block of South Rampart Boulevard. After crossing the street, he approached a black four-door sedan.
