Frank Mendoza, a 54-year-old resident of Pico Rivera, California, tragically lost his life on August 1, 2014, in a case of mistaken identity during a police operation. On that fateful day, Los Angeles County sheriff's deputies were in pursuit of Cedric Ramirez, an armed parolee and known gang member.
