Joseph West, a 20-year-old resident of Pittsburg, CA, tragically lost his life on February 22, 2017. The incident occurred in the parking lot of the Atlantic Plaza shopping center, where West and his girlfriend were waiting for a mechanic to arrive due to car trouble.
