Noel Colette Sparks, a 21-year-old resident of Thousand Oaks, California, tragically lost her life on November 7, 2018, in a mass shooting at the Borderline Bar & Grill. Noel was one of the twelve victims killed in this horrific event. The shooting occurred during a popular College Night at the bar, which was a well-known venue for local students and young adults.
