The shooting was the culmination of a heated dispute between Todd and his older brother, Jeffrey Murray, over electricity usage. According to reports, Jeffrey Murray, aged 54 at the time, discovered that his electricity had been turned off and found the electrical meter box secured with a lock. When he attempted to cut the lock with bolt cutters, Todd emerged and began to verbally threaten Jeffrey's life over the electricity issue. Despite Todd being unarmed, the confrontation escalated, and Jeffrey ultimately shot his brother with a 12-gauge shotgun, claiming he acted out of fear for his life.
Following the incident, Jeffrey Murray was arrested and charged with murder. He was arraigned in Alameda County Superior Court and held without bail at the Santa Rita Jail in Dublin.
