In the Central City area of New Orleans, a neighborhood familiar with the specter of violence, 51-year-old Lionel Elzy, an African American male, became another victim in the city's grim tally of gun violence. On the evening of December 8, 2012, reports of gunfire prompted a response from the New Orleans Police Department. Arriving at the 7900 block of Read Boulevard, officers discovered Elzy inside a vehicle, suffering from multiple gunshot wounds.
