Pedro Lopez, a 67-year-old Hispanic man, was fatally shot on February 17, 2022, in Norwalk, California, during a deputy-involved shooting. Lopez was an innocent bystander caught in the crossfire between Los Angeles County Sheriff's deputies and a suspect wanted for carjacking and assault with a deadly weapon. The incident occurred around 7 p.m. in the 12000 block of Foster Road when deputies attempted to apprehend the suspect, Andre Mora. Mora, who had been involved in a violent crime days earlier, produced a handgun when confronted by law enforcement, prompting deputies to open fire.
During the ensuing chaos, Mora fled into a nearby home, leading to a six-hour standoff with law enforcement. While securing the area, deputies discovered Lopez lying in the yard of the residence, suffering from a gunshot wound to his upper torso. He was pronounced dead at the scene. Authorities later confirmed that Lopez had been struck by gunfire, but it was initially unclear whether the fatal shot had come from Mora or law enforcement. Ballistic testing was conducted to determine the source of the bullet.
Following the standoff, Mora, who had sustained multiple gunshot wounds, was taken into custody and transported to a hospital for treatment. He was later charged in connection with the violent crimes that led to the confrontation. Investigators reviewed the circumstances surrounding Lopez’s death, and the California Department of Justice ultimately determined that no law enforcement officers would face charges for the shooting. The DOJ concluded that the detective who fired the fatal shot had no way of knowing Lopez was present in the cluttered side yard where Mora had fled.
Lopez was well-known in his community and affectionately referred to as the “topless neighborhood watchman” due to his habit of keeping an eye on the area while often shirtless. His death sparked discussions about law enforcement policies, particularly regarding the use of body-worn cameras. The DOJ recommended that all deputies, including plainclothes officers, be equipped with body cameras to improve transparency and accountability in similar situations.
