On the night of July 26, 1998, New York City Police Officer Gerard Carter, a 28-year-old male, was on patrol with his partner in a marked police van at the West Brighton Housing Projects in Staten Island. Suddenly, a young man approached the vehicle and opened fire through the windshield, striking Officer Carter in the temple. His partner returned fire, but the assailant managed to escape.
