On the night of July 26, 1998, New York City Police Officer Gerard Carter, a 28-year-old male, was on patrol with his partner in a marked police van at the West Brighton Housing Projects in Staten Island. Suddenly, a young man approached the vehicle and opened fire through the windshield, striking Officer Carter in the temple. His partner returned fire, but the assailant managed to escape.
Gerard Carter was rushed to the hospital and placed in a medically induced coma, but he succumbed
to his injuries five days later on July 31, 1998. A five-year veteran of the force, he was survived by his wife, son, mother, and brother. His father had also been a long-serving NYPD officer who died in the line of duty.
An intense manhunt for the shooter led to a standoff the following day. The suspect, 17-year-old Shatiek Johnson, barricaded himself in an apartment closet before being apprehended. At the time of the shooting, Johnson was on parole for a prior manslaughter conviction. He was also wanted for questioning in connection with another homicide.
Shatiek Johnson was convicted of the murder of Officer Gerard Carter and sentenced to 25 years to life in prison. In 2023, after serving 25 years, he became eligible for parole. His parole hearing drew strong opposition from Carter's family, the NYPD, and local officials. Ultimately, the parole board denied his release.
