In the warm evening of August 6, 2016, Manuel Ayala-Oceguera, a 79-year-old Hispanic man, was sitting outside a local deli in New Rochelle, New York. It was a routine he enjoyed, spending time in the community he visited for several months each year to be with his grandchildren and other relatives.
