On a cold Friday night in Rochester, New York, the sound of gunfire shattered the winter quiet on Avenue E. When police arrived at the scene on January 31, 2020, they found two men suffering from gunshot wounds. One of the victims was 38-year-old Rashad Snowden, a Black man who had been struck in the upper body. The other man, whose identity was not publicly released, had been shot in the lower body and was transported to a local hospital with injuries that were not considered life-threatening. ...
