Charlotte Thomas, a 32-year-old resident of Rochester, NY, tragically lost her life on January 23, 2022. On that fateful day, at approximately 5 p.m., Rochester Police Officers responded to an emergency call at the intersection of Lyell Avenue and Child Street.
