Elward J. Alexander III, a 19-year-old from Baltimore, Maryland, tragically lost his life on September 2, 1999. He was fatally shot in the back of the head at approximately 11:45 PM. This incident has remained a haunting memory for his family and the community, as it has yet to be resolved.
