Kelvin Antonio Franklin, a 23-year-old from Upper Marlboro, Maryland, tragically lost his life on November 7, 2008. His body, along with that of Mario N. Shepard, 26, was discovered in a Suitland cemetery. Both men had been fatally shot, and their deaths were part of a series of violent incidents that plagued Prince George's County during that period.
