Rayshand Cotton, a 27-year-old resident of Capitol Heights, Maryland, was found dead on December 19, 2016. His body was discovered behind a recreation center in the Brooke Road park area by a woman who then alerted a nearby officer. Cotton's body was found with severe burns, primarily on his lower extremities, and he had been shot to death.
