A sense of profound loss settled over a West Baltimore community on the night of September 22, 2018. In the early morning hours, at approximately 1:00 a.m., gunfire shattered the quiet, and when the echoes faded, 17-year-old Oliver Santos had been shot. The young man, known for his infectious big smile and positive demeanor, was rushed to a nearby hospital, but his injuries proved to be fatal, and he died shortly after arrival.
